Our interpretation

  • The ordinary reading is that AI helps perpetrators increase the scale, frequency or effectiveness of fraud and disinformation. It need not be their sole cause.
  • Increased production of deceptive material counts as escalation; increased financial losses, audience reach or persuasion would be stronger but distinct findings.
  • The claim describes an ongoing state. I use the current calendar year through publication, 2024-01-01 to 2024-09-10, as the prepublication observation period.
  • The recommendation about watching the candidates is not itself being graded.

Counts as supported if: Contemporaneous investigations document AI increasing perpetrators' capabilities or output in actual fraud and disinformation operations, with an identified causal mechanism in both.

Counts as contradicted if: Reliable evidence shows that the alleged increases in both activities were not occurring or were not attributable to AI. Evidence against only one component would warrant a split assessment.

Retrospective: these criteria were written after the outcome was public.

The dated evidence matches what the claim committed to, under the criteria frozen before grading.

Scored on a plain reading. The speaker named no measure for this claim, so it was judged on the reading an informed reader would take, stated below under our interpretation. Both reviews had to find that reading fair.

Rationale

On May 8, 2024, the FBI reported that AI increased attack speed, scale and automation, and described increasing use of voice and video cloning in fraud schemes [e1]. On May 30, 2024, OpenAI reported that five covert influence operations generated more content than their human operators could have produced alone [e2]. These findings support escalation in fraud capabilities and disinformation production before publication [e1, e2]. OpenAI did not find meaningfully increased audience engagement or reach in those operations [e2].

Limitations

  • The evidence does not quantify AI-attributable growth in aggregate fraud losses or successful deception [e1, e2].
  • The disinformation findings cover five detected operations using one provider's services, not disinformation worldwide [e2].

Evidence (2 items)

  • Supports the claim: Federal Bureau of Investigation, San Francisco,

increases cyber-attack speed, scale, and automation.

Why it matters here: This primary agency release connects AI to greater attack scale and describes increasing use of cloned voices and videos to induce fraudulent transactions. It provides a mechanism and an operational assessment, but no estimate of AI-attributable losses.

  • Supports the claim: OpenAI,

    none used it exclusively.

Why it matters here: The investigation reports that five covert influence operations produced more text and images than their human operators could have produced alone. It also reports no meaningful increase in audience engagement or reach, limiting support to increased production rather than demonstrated persuasive impact.
