“But as we outline in the new article in Science we foresee something worse: swarms of AI bots acting together in concert.”
Our reading:
Swarms of AI bots acting together in concert will emerge as a threat worse than earlier disinformation bots.

Judged on a plain reading. They named no measure, so we used the reading a typical informed reader would take. It is spelled out under “How we judged it”.
Evidence up to . Checked .
Why
The forecast gives no deadline, so it stays open. Under the contract, it is supported early only if a credible report shows a coordinated AI bot swarm campaign whose reach or persuasive impact clearly exceeds earlier bot operations. The contract gives Breakout Scale Category 4 or higher, or measured opinion shifts at population scale, as examples. It is contradicted only by a decisive showing that such swarms cannot or will not exceed the impact of earlier bots. Anthropic's threat report, available around 30 September 2026, describes a platform built through Claude that managed about a thousand fake X/Twitter accounts targeting Malaysia (e1). Anthropic rated the campaign Category Two on the Breakout Scale. That means the assets were spread across multiple platforms with no evidence of breakout into authentic communities (e1). This shows that an AI-run network of fake accounts existed in 2026. It does not show reach or persuasive effect clearly greater than earlier bot operations, so it does not trigger early resolution. The evidence also does not show that such swarms cannot exceed earlier bots, so it does not contradict the forecast.
Caveats
- The evidence contains one documented 2026 case. No study comparing the impact of AI swarms with earlier botnets was found.
- The engagement figures in the actor's dashboards were self-reported, and Anthropic could not verify them.
- 'Worse', 'swarm' and 'in concert' have no defined thresholds.
- The publication date of the September 2026 Anthropic report is approximate.
Evidence (1 item)
Context only: Anthropic,
We rate this campaign as a Category Two on the Breakout Scale, meaning that the assets were distributed across multiple platforms, but without evidence of breakout into authentic communities.
Why it matters: In 2026 an AI-built network of about a thousand fake accounts was documented, but its impact was rated low. This shows swarms exist but does not show them to be a worse threat than earlier bots.

- None given. We don’t add one.
Where we had to interpret
- Plain reading: coordinated groups of AI-driven bot personas, acting in concert, will become a disinformation threat more serious than earlier bots and botnets. Seriousness means reach, deception or persuasive effect.
- No deadline is stated, so this is an open-horizon forecast.
Right if: Credible evidence that coordinated AI bot swarms ran influence operations with measurably greater reach, deception or persuasive effect than earlier botnets. One example would be a documented AI swarm campaign that broke into authentic communities at scale.
Wrong if: With no deadline, only a decisive showing that such swarms cannot or will not exceed earlier bots' impact would contradict it. Absence of such events so far is not failure.
We wrote this test after the outcome was known.
What would settle it
A credible platform, AI-company, government or peer-reviewed report showing that a coordinated AI bot swarm campaign had reach or persuasive impact clearly greater than earlier bot operations. Examples would be a Breakout Scale Category 4 or higher rating, or measured opinion shifts at population scale.
